NCC & NSS

The National Cadet Corps (NCC) is the youth wing of the Indian Armed Forces with its headquarters in New Delhi, India. The NCC in India was formed in 1948. It is open to all regular students of schools and colleges on a voluntary basis as a Tri-Services Organisation, comprising the Army, the Navy and Air Force. Cadets are given basic military training in small arms and drill. Officers and cadets have no liability for active military service, once they complete their course. National Cadet Corps (NCC) is the largest volunteer youth organization of the world with more than 13 lakh cadets. National Cadet Corps (NCC) is a youth development movement. It has enormous potential for nation building. The NCC provides opportunities to the youth of the country for their all-round development with a sense of Duty, Commitment, Dedication, Discipline and Moral Values, so that they become able leaders and useful citizens. The NCC provides exposure to the cadets in a wide range of activities, with a distinct emphasis on Social Services, Discipline and Adventure Training. The NCC is open to all regular students of schools and colleges on a voluntary basis.

Red for the Army, Deep blue for the Navy and Light Blue for the Air Force.

Aims of NCC

  1. To develop qualities of Character, Courage, Comradeship, Discipline, Leadership, Secular Outlook, Spirit of Adventure and Sportsmanship, besides the ideals of Selfless Service among the youth to make them useful citizens.
  2. To create human resource of organized, trained and motivated youth, provide leadership in all walks of life including the Armed Forces and always be available for the service of the Nation.
  3. To Provide a Suitable Environment to Motivate the Youth to Take Up a Career in the Armed Forces.

NCC Organisation in brief

The National Cadet Corpos is headed by a Director General, an Army Officer of the rank of Lieutanant General, who is responsible for the functioning of the National Cadet Corps in the country through the National Cadet Corps Headquarters situated at Delhi. At the State Level, the country has been divided into 16 Directorates covering all States and Union Territories. Each of the State National Cadet Corps Directorate Headquarters controls two to fourteen Group Headquarters. While Directorates are commanded by Brigadiers or their equivalents, the Groups are commanded by Colonels or equivalents from the Air Force and the Navy, NCC Units are commanded by Major/Lieutenant Colonel or their equivalents.

Civilian Staff in NCC

There are 91 Group HQs and 754 NCC Units spread all over India. The supporting Civilian Staff in various grades in these Group Headquarters and Units are provided by the respective State Governments.

Enrollment of students into the NCC

Induction into the NCC is on the voluntary basis and students (both Boys and Girls) can join immediately on termination of the summer holidays. As per NCC Act and Rules, only citizen of India or subject of Nepal can be enrolled in the NCC.

The age/Qualitative Requirement for Junior (Boys and Girls) and Senior (Boys and Girls) is as under:-

  • Junior Boys and Girls should be between the age of 13 years to 18 and a half years-Class VIII to X.
  • Senior Boys and Girls enrollment is carried out in Class X and 1st year of Graduation. The maximum age upto which a student can serve in NCC is up to 26 years.
  • Scholarships and financial aid for meritorious cadets.

WE THE CADETS OF THE NATIONAL CADET CORPS, DO SOLOEMNLY PLEDGE THAT WE SHALL ALWAYS UPHOLD THE UNITY OF INDIA. WE RESOLVE TO BE DISCIPLINED AND RESPONSIBLE CITIZEN OF OUR NATION. WE SHALL UNDERTAKE POSITIVE COMMUNITY SERVICE IN THE SPIRIT OF SELFLESSNESS AND CONCERN FOR OUR FELLOW BEINGS.


Certification Programme

General

The eligibility conditions and the general procedure for the conduct of the Certificate Examination for Cadets of Senior and Junior Division/Wings NCC(All wings) have been issued by this HQ from time to time. The aim of this Directive is to consolidate all such instruction and revise these, where necessary.

Type of Examination

The type of Certificate Examination and the unit in which these are held are given below.

Type of Certificate NCC Unit
Certificate 'A' Junior Division/Wing NCC
Certificate 'B' & 'C' Senior Division/Wing NCC

Eligibility Conditions for Certificate Examinations:

Certificate 'A'

  • The candidate must have attended a minimum of 75% of total Training periods laid down in the syllabus for the first and second years of Junior Division/Wing NCC(All wings).
  • Break in the NCC Service of the cadet prior to his appearing. In the examination 'should not exceed more than 12 month at one time, to count his previous service. In case the break exceeds 12 months, the following procedure will be adopted :- "If he has been on the unit rolls for a minimum of two years before his discharge and had attended 75% of the total period during his NCC Service he will need another 45 periods of training to become eligible for certificate 'A' examination. In all other cases where above conditions are not fulfilled, the cadet must attend a minimum of 75% periods of the first and second year of training".
  • Must have attended an Annual Training Camp.

Certificate 'B'

The cadet must have attended a minimum of 75% of total training period laid down in the syllabus for the first and second years for Senior Division Wing NCC (All Wings). Break in the NCC service of the cadet SD/SE prior to appearing in the exam should not exceed more than 18 months at one time, after his discharge to count his service for Certificate 'B' Examination. In case the break exceed 18 months the following procedure will be adopted:- "If he had been on the unit rolls for a minimum of two years before his discharge and had attended 75% of the total periods during his NCC service he will need another 45 periods of training to become eligible for certificate 'B' Examination. In all other cases where above conditions are not fulfilled, the cadet must attend a minimum 75% periods of the first and second years of training."

  • Must have attended one Annual Training Camp/NIC/Attachment training with regular Army, Navy, Air Force Units.
  • Cadets possessing 'A' Certificate will be awarded 10 bonus marks.
  • An Air Wing Cadet must do a minimum of 10 Glide launches.

Certificate 'C'

  • The Cadet must be in possession of Certificate 'B'.
  • The Cadet must be in third year of SD/SW NCC Training.
  • The Cadet must have attended a minimum of 75% of the periods of 3rd year syllabus during the academic session.
  • Bread in the NCC Service of the SD/SW Cadet prior to appearing in the exam should not exceed more than 18 months at one time, after his discharge to count his previous service for Certificate 'C' examination. In case the break exceeds 18 months, the following procedure will be adopted :- "If he had been on the Unit rolls for a minimum of two years before his discharge and had attended 75% of the total period during his NCC service, he will need another 45 periods of training to become eligible for Certificate 'C' examination. In all other cases where above conditions are not fulfilled, the Cadet must attend a minimum of 75% periods of the first and second year of training."

Must have attended one ATC, besides one of the following :-

  • Annual Training Camp (This is in addition to the one mentioned above.)
  • RD Camp at Delhi(RDC).
  • Centrally Organised Camp(COC).
  • Para Training Camp (PTC).
  • National Integration Camp (When applicable for SD/SW Cadets).
  • All India Trekking Expedition (DGNCC Organised).
  • Attachment Training with :Army Unit Air Force Station Naval Bases/Establishment/Ship /Sea Training
  • Any of the following Adventure Courses :- Mountaineering Basic Course. Mountaineering Advance Course. Water Skiing, Short Skiing Courses. Snow & lee (Condensed) Course.
  • Sailing expedition with actual sailing exceeding 10 days, duly approved by the DGNCC.
  • Any Cadet participating in NRAI matches as part of DG NCC team.
  • Special Services Camps (Essentially with 50% Service Training).
  • Successfully done Scuba Diving Course.
  • Canada World Exchange Programme.

Foreign Cruise(Navy)

Break in NCC Service of the Cadet should not be more than 12 months at one time to count his previous service for Certificate 'C' Examination. In case, the break exceed 12 months, the following procedure will be adopted : "If he has passed Certificate 'B' of SD/SW and has attended a total of 75% of periods of 3rd year SD/SW training, he will need another 30 periods of training to become eligible for Certificate 'C' examination.

A Cadet who successfully completes the Exchange Programme with Indo Canada Youth Exchange will be considered as "Present on NCC Parades" for competing the minimum laid down percentage attendance on parades for 'C' Certificate examination. Work on project will be in lieu of Annual Training Camp. These Cadets may be tested for 'C' Certificate Examination after the University Examinations.

Cadets will be allowed to appear for 'C' Certificate Examination only after one year of passing 'B' Certificate.
Details of certificate examination alongwith eligibility conditions, in tabulated form, as given in appendix 'A'.

Permission to Appear in Certificate Examination after Discharge

Cadets who ceased to be on rolls of NCC may be permitted to appear for certificate 'A' Examination for Junior Division/Wing and 'B' & "C" for Senior Division/Wing NCC at their own expenses within a period of 12 months of their discharge from the NCC, provided they were otherwise eligible at the time of their discharge.

The ex-cadet so eligible can appear for the examination at any place in India by applying for the same, alongside with discharge certificate, to Local Unit Commander. The Group Commander is empowered to accept such requests from the ex-cadets.

Re-Test for Improvement of Grading : 'C' Certificate

With a view to give Cadets a chance to apply for the NCC Special Entry Scheme, in case their grading improves, itkl has been ruled that :-

  • Cadets who have obtained a 'C' grading in NCC 'C' Certificate Exam and who wish to improve their grading will be allowed to appear for a retest. Only one retest will be allowed.
  • Cadets will have to re-appear in complete examination.
  • Retest will be held alongwith fresh cases nexe year. During the period, these Cadets may attend at least two weeks' Special Parade/Coaching classes to be organised by units after he academic session. Those Cadets who do not attend the Special Parade/Classes will also be eligible to appear in the re-test. No refreshment or other allowance will be admissible for these classes/parade/retest.

Benefits of NCC

Commision of Cadets in Armed Forces as Officers:

Army

NCC 'C' Certificate holders in age group 19-25 years are required to compete in UPSC Examination for Commission though IMA or OTA.

32 Vacancies are reserved in regular course of IMA for 'C' Certificate holders, irrespective of position in merit, subject of passing UPSC examination and clearing SSB interview.

NCC Special Entry Scheme for SD Wings graduates in OTA in group 19-25 years with 50% marks, through DDG of states for direct interview (SSB) every year. The Cadets are exempted from CDS examination conducted by UPSC.

Navy

Upto nine vacancies per course for commission in Navy are reserved for NCC 'C' Cert pass graduate cadets with B.Sc (Physics & Maths) or BE, in the age group of 19 to 24 years and passed by SSB Exempted from CDS examination of UPSC.

Air Force

Pilots Course :10% of vacancies for direct entry for Pilots Course for NCC 'C' Certificate holders of Air Wing (Not Processed through UPSC examination).

Other Branches:10% vacancies reserved in each branch for NCC 'C' Certificate holders. Not processed through UPSC examination.

Recruitment in the ranks in the Defence Forces:

Soldier GD Category

Bonus marks based on total marks secured in physical and written examination.

NCC 'A' Certificate -- 5%

NCC 'B' Certificate -- 8%

NCC 'C' Certificate -- 10%

Soldier Tech/Clk/SKT/Nurs.Asstt

Bonus marks will be based on total marks obtained in written examination.

NCC 'A' Certificate -- 5%

NCC 'B' Certificate -- 8%

NCC 'C' Certificate -- 10%

Navy

Under mentioned marks are added for recruitment in Navy Direct entry Sailor Artificer Apprenties

Certificate 'A' 2 marks 5 marks
Certificate 'B' 4 marks 10 marks
Certificate 'C' 6 marks 15 marks

Air Force

Under mentioned marks are added to selection test marks of certificate holders:

'A' Certificate -- 3 marks

'B' Certificate -- 4 marks

'C' Certificate -- 5 marks

Military Nursing Service

One seat is reserved for B.Sc(Nursing) Course and 24 for Probationer Nursing Course for NCC trained girls, possessing G-2 Certificate in order of merit.

Para-military Forces

BSF

'A' Certificate -- 4 marks

'B' Certificate -- 6 marks

'C' Certificate -- 10 marks

CISF

Preferential marks to NCC certificate holders for recruitment in CISF.

'B' Certificate -- 1 marks

'C' Certificate -- 3 marks

Coast Guard

Weightage of 15 marks to NCC 'C' Certificate holders for recruitment in officer cadre or ranks, depending on education qualification.

ITBP

Preference to NCC 'C' Certificate holders for recruitment in officer cadre of ranks, depending on education qualification.

Scholarship Scheme

150 Scholarships to JD/JW and 100 scholarships to SD/SW of Rs.2000/- each awarded annually to meritorious NCC Cadets who have undergone two years training with minimum 60% attendance.

  • JD/JW - 10th pass with minimum 70% marks in aggregate.
  • SD/SW - 10+2 or Pre-Degree/Pre-University/Diploma in Polytechnic, with 70% in aggregate of science stream & 60% of art/commerce stream.

Note:Relaxation of 5% marks for SC/ST. Bonus 10% marks on securing minimum percentage as above to SC/ST/OBC.

Financial Assistance to the NCC Cadets & their Families :

Delhi:

  • 1.25 lakhs (Due to high risk NCC activities).
  • 1 lakh (During other NCC activities).

Injury Reimbursement of upto Rs.1lakh for specialised treatment in case of permanent disability and upto Rs.50,000/- for normal treatment.

Financial Support to NCC

Funding of the NCC is the dual responsibility of Central and the State Governments. Matching support from both these sources is therefore a mandatory requirement to ensure functional efficiency of the organisation. The State Govt. bears the liability for the following expenditure:-

  • Pay and Allowance of State Government Employees in NCC Organisation.
  • Office Accommodation, Furniture, POL etc. in respect of Gp HQ and Units.
  • Refreshment, Washing and Polishing Allowances for NCC Cadets.
  • Outfit and Outfit Maintenance, and Honorarium for ANOs.
  • Pre-Commission and Refresher Training for ANOs. 50% of NCC Camp expenditure by the State Government. The other 50% is reimbursed by the Central Govt

Associate NCC Officer:

A committee of Sh. Manjit Kumar and Sh. Amit Sharma has been constituted to encourage & motivate the students to participate in NCC & NSS activities. At present, there is no NCC unit in the institute, however institute interested students are getting registered in the 1 Haryana Bn NCC, Rohtak through Vaish College, Rohtak.
